Your proposal defines ownership, file and account access after handover, and separates project work from hosting, ongoing support and third-party costs. For an existing site, we also agree launch and migration responsibilities.
Page count is only one factor. Content, design, integrations, migration and editing requirements all affect the work. We quote after agreeing what the site needs to do, with the included deliverables made clear.
